Joanne Sylvester does that. For several years we observed the great work she did for Kennebunk Savings Bank; so we hired her as a contractor to work on the Main Street flower beds. Public Works and Parks help out with the compost and planting, but Joanne deserves the credit for making Main Street light up with flowers.
